Depending on how strong it ends up being, what could Raidou do with the sandstorm? Weaken it, divert it around Home, other things?

I'd say a little bit of weakening and a little bit of diverting. Now that I've figured out how the producers are compensating for the properly working towers, the magnetized sand probably doesn't count as something the mantle is naturally good at, so everything would be related to controlling the wind and air currents, I'd say.
