Phillip will be infiltrated (possibly infiltrator persona'd? haven't decided yet) as his overlay from the previous visit. Which means he's going to be a Sithen who is very, very intent on neutrality and keeping the delicate balance of power where it is. He's also going to look like he's about eleven years old, so. He's visiting the market from Melasurei, to find some Demenses to purchase and also because he thinks some Shit might be about to go down.
Peter may get thrown in for a plot role despite the fact that I told myself he wasn't going to infiltrate much, but otherwise I'm planning to have him investigate.
