Yes, if their only power was an Empowered item, it would have been returned!

One thing I put in Dru's backstory is that she had a bait and switch going with her Empowered item, where she pretended it gave her supernaturally good aim but actually it was a shape-shifting weapon that could take any form. She had a normal rifle that replicated the appearance of her Empowered weapon in its rifle form to further the illusion and disguise the weapon itself. Would she have been able to get both the replica and the Empowered weapon back or just the Empowered one?
