My general plan for Kenzaki this time around is to finally get him arrested! How, exactly, I'm pretty flexible about. Either his paperwork doesn't check out while he's doing his bike courier job, or he jumps in on something, demonstrates powers, and then tries to get taken in for a talking-to.
There is even the possibility, once he realizes he's in hot water, that he'll let himself get taken in on purpose, just to learn what he can about what's going on. He thinks that he doesn't actually know enough about things to be too much of a problem if picked up, and is also still convinced that he's functionally immortal and is thus not particularly afraid of what might be done to him. (I am very much down for him being unpleasantly corrected about the latter, if it's likely to come to that.)
