Yup, canon has shown the otomo-nin/mechas can't be accessed from other dimensions/within illusions/anywhere other than home! Except for that one Drive crossover movie, but I'm also fairly certain the writers were ignoring their own restrictions for the sake of convenience for a lot of that movie. I put all of their shuriken in the 'totally useless away from home' section of his inventory, but probably should have specified that they're useless because they require more than just him to work. (If... that makes sense.) They'll be cool paperweights, but no good for much else.
I'm not sure how magic's working for the other users in game, but would a sort of... exhaustion system work? Canon really doesn't touch on it at all, but there is a part where his wand gets snapped and Yakumo's response is that he appears to feel a physical pain in his chest; implying that he's actually somehow connected to the wand. Drawing from that, could possibly pull it to "[x] spells per day, the more difficult the more exhausted, don't go knocking yourself out" sort of deal?
