How do ghosts look to those who can see them? Like do they just appear as washed-out versions of how they appeared in life?

Basically, if I wanted Zed to appear as some kind of nebulous black mass with glowing red eyes every so often in order to up his personal abilities to scare the crap out of people and/or other ghosts unlucky enough to see him, would that be doable?
