At least that's how it seems like at first - once it's apparent there's someone else, Bolin gets into a better position (he had been moping in an almost lying position at his end of the boat) and smile.
"Hey there! Nice ride, don't you think?"
Of course whoever it is, it's not the one he'd like the person to be - but that doesn't mean he can't be friendly towards this new person.

When you're an earthbender being suspended in midair is not an ideal position. No matter how much it's modeled after his tastes, he's clinging to the bed with his life.
